			<content:encoded><![CDATA[<p class="introduction">The Bank of England has cut its growth forecast for this year to 0.8% from 1.2%, saying the eurozone &quot;storm&quot; is still the main threat to UK recovery.</p>
<p>Andrew Balls, the managing director in London of global investment firm Pimco, said it was reasonable for Sir Mervyn and other policymakers to plan for a Greek exit.</p>
<p>&quot;Yes, maybe they should plan for an exit, but the thing is, speculating about it can make the event more likely, so the Europeans really do have a mess there,&quot; he told the BBC. </p>
<p>&quot;If Greece is to slide out of the euro and collapse, how are they going to protect Ireland, Portugal, Spain and Italy?&quot;</p>
<p>Separately, Prime Minister David Cameron also spoke of the financial storm clouds across Europe, warning that eurozone leaders must act swiftly to solve its debt crisis or face the consequences of a potential break up.</p>
<p>He said during Prime Minister&#039;s Questions in the House of Commons: &quot;The eurozone has to make a choice. If the eurozone wants to continue as it is, then it has got to build a proper firewall, it has got to take steps to secure the weakest members of the eurozone, or it&#039;s going to have to work out it has to go in a different direction,</p>
<p>&quot;It either has to make up or it is looking at a potential break up. That is the choice they have to make, and it is a choice they cannot long put off.&quot;      </p>
<p>The Bank&#039;s report said, however, that the eurozone crisis was not the only issue weighing on the UK economy, with volatile energy and commodity costs, and the squeeze on household earnings also having an impact.</p>
<p>It all meant that the UK economy would not return to pre-financial crisis levels before 2014, Sir Mervyn said.</p>
<p>Nevertheless, he remained optimistic about the longer term. &quot;We don&#039;t know when the storm clouds will move away. But there are good reasons to believe that growth will recover and inflation will fall back,&quot; he said.</p>
<p>On quantitative easing, he said that no decisions had been made whether or not to continue pumping money into the economy. The last stimulus programme was still &quot;working its way through the system&quot;.   </p>
<p>Sir Mervyn&#039;s comments came on the day that official unemployment figures showed a fall in the jobless rate, underlining recent surveys that the private sector had become more confident about hiring labour.</p>
<p>He said the fall in joblessness was consistent with the expected gradual recovery in the UK economy. </p>
<p>But Graeme Leach, chief economist at the Institute of Directors, said of the Bank&#039;s report: &quot;Talk about kicking an economy when it&#039;s down. </p>
<p>&quot;On top of the euro crisis and a double-dip recession, the Bank of England is now saying inflation may not fall fast enough to permit more quantitative easing.</p>
<p>&quot;Actually we think the inflation outlook is probably better than the Monetary Policy Committee (MPC) thinks, with the impact of the euro crisis, declining real incomes and weak money supply growth suggesting inflationary pressures may recede later this year and into 2013. </p>
<p>&quot;After many years of underestimating inflationary pressure let&#039;s hope the MPC is now making the opposite mistake by overestimating it&quot;.</p>
<p>Ed Balls, Labour&#039;s shadow chancellor, said: &quot;The Bank of England has once again slashed its growth forecast for Britain, but despite this the government says it will just plough on regardless with policies that are hurting but not working.</p>
<p>&quot;The governor is right to warn of a coming storm from Europe. That is why we warned George Osborne not to rip up the foundations of the house and choke off Britain&#039;s recovery with spending cuts and tax rises that go too far and too fast. </p>
<p>&quot;What happens in the eurozone in the coming weeks and months will have an impact on our weakened economy,&quot; Mr Balls added.</p>

<p class="caption">Like everything Chilean rapper Ana Tijoux does, the video for &#8220;Sacar La Voz&#8221; is simple but poignant, poetic but unpretentious, graceful yet furious.</p>
<p>The most memorable nights of my life, the ones I will remember when I am an old hermit in the jungle of northeastern Argentina (yes, this is my retirement dream) have all been unplanned, fortuitous mistakes. Nights when I&#8217;ve ended up at unexpected parties, met unusual and delightful people or stumbled across a fantastic hidden dance club and salsa danced the night away.</p>
<p>In a lot of ways this week&#8217;s show sounds like a serendipitous, memorable night. We think we&#8217;ve created the perfect dance show, a true international feast, with irresistible tracks from Portugal, Angola, Argentina, Colombia and New York.</p>
<p>Some of my fondest nocturnal memories involve having incredibly stimulating conversation about politics, society and life at a random bar with a group of strangers. Which is why we also included some fantastic, thought-provoking music from Oaxacan rapper Mare and Chilean rapper extraordinaire Ana Tijoux. This week we premiere Tijoux&#8217;s new video for the song &#8220;Sacar La Voz&#8221; (Raise Your Voice), from her deeply political recent album <em>La Bala</em>. Like everything Tijoux does, the video is simple but poignant, poetic but unpretentious, graceful yet furious. There is always a serene quality even to Tijoux&#8217;s most irate songs, proving that tranquility of the mind doesn&#8217;t negate passion and desire; Tijoux is just very clear and confident about telling it like it is.</p>
<p>So whether you are in the mood to wander into an obscure bar and have a life-changing conversation or infiltrate an excellent party you weren&#8217;t invited to, we&#8217;ve got your soundtrack.</p>

<p>Claro que algunos de mis mÃ¡s gratos recuerdos nocturnos tienen que ver con estimulantes conversaciones sobre la vida con extra<em>Ã±</em>os en algun bar de malamuerte. Por eso esta semana tambiÃ©n tenemos canciones provocativas por artistas conmovedoras, como la rapera Mare de Oaxaca y la chilena Ana Tijoux. Es mas, esta semana estrenamos el nuevo video de Tijoux, &#8220;Sacar La Voz.&#8221; Esa canciÃ³n figura en su mÃ¡s reciente Ã¡lbum <em>La Bala </em>y como todo lo que hace Tijoux, es un video simple pero chocante, lleno de poesÃ­a pero libre de pretenciÃ³n, repleto de gracia pero tambiÃ©n de furia. <p>Government spokesman Nasser el-Maneaa blamed an &quot;armed group from outside the town&quot; for the violence. </p>
<p>He added that the army had been sent to Ghadames and the situation was now under control. </p>
<p>Unconfirmed reports say the clashes were between town residents and Tuareg tribesmen &#8211; nomads who roam the desert. </p>
<p>The fighting erupted over control of a checkpoint on the edge of the town &#8211; on a route often used for smuggling, local officials were quoted as saying by Reuters.</p>
<p>Libya&#039;s interim government is struggling to control the vast country with numerous tribal groups after former leader Col Muammar Gaddafi was ousted in the uprising last year. </p>
<p>Many Tuaregs supported the late leader during the fighting. </p>

<p>With classes, networking events, club meetings and more, being a business-school student can feel like a full-time job. So how do students handle it when they also work full-time? </p>
<p>Even more than their traditional M.B.A. counterparts, students in part-time M.B.A. programs must juggle their school and personal lives &#8211; and their careers. Some attend courses on weekends, others log in online after work, and still others go to campus after putting in a full day at the office. </p>

<p>Despite the difficult balancing act, interest in part-time M.B.A. programs has soared in recent years as students, wary of taking time off in a tough economy, seek a steady income and job security. According to the Graduate Management Admission Council, which administers the GMAT, 54% of part-time M.B.A. programs saw application volume for fall 2011 on par with or above the prior year. </p>

			<content:encoded><![CDATA[<div class="article">LOS ANGELES, CA (Catholic Online) &#8211; According to Corinne Dufka, a senior West Africa researcher for Human Rights Watch (HRW) says her organization has now reported seeing child soldiers in the rebel ranks.</p>
<p>Witnesses now say that child combatants had been seen in the ranks of the Tuareg rebels, namely the Movement for the National Liberation of Azawad (MNLA).</p>
<p>In a report entitled, &#8220;Mali &#8211; War Crimes by Northern Rebels&#8221;, &#8220;many (children) were described as carrying military assault rifles and wearing fatigues that some people said were falling off their bodies.</p>
<p>&#8220;The presence of children within the ranks of armed groups in northern Mali is a very disturbing development,&#8221; Dufka says.</p>
<p>&#8220;Commanders of these groups should immediately cease their recruitment of anyone under 18, release all the children from their forces, and work with child protection agencies to return them to their homes where they belong.&#8221;</p>
<p>Child combatants appeared to be between 15 and 17 years old; some appeared to be as young as 12. Teachers from the region also told HRW that they recognized some of their students in the MNLA&#8217;s ranks.</p>
<p>Tuareg rebels have fought against the Malian state since its independence in 1960. Hostilities have recently increased due to the political instability in Bamako, and an influx of weapons from Libya, the rebels managed to sweep across the north of Mali and announce a new state, Azawad, on April 6.</p>
<p>One group, Ansar Dine, led by former Tuareg rebel leader Iyad Ag Ghali, has expressed his group&#8217;s desire to apply strict Sharia law in the region. </p>
<p>Witnesses say that they have seen fewer child soldiers in their ranks, but remain concerned about Ansar Dine&#8217;s new wave of recruitment in the northern Malian regions of Gao, Dire and Niafounke. </p>
<p>There are even more troubling reports foreign Islamist groups increasingly operating in Northern Mali. While they have long had a presence in the region, it is only recently they have been able to take advantage of the power vacuum and openly move around.</p>
<p>The dreaded Nigerian Islamist group, Boko Haram, as well the regional Al-Qaeda group, the Al-Qaeda Organization in the Islamic Maghreb, and its offshoot, the Movement for Unity and Jihad in West Africa (MUJAO), are all currently present in the north of Mali. <p>Growing up, Mark Oelschlager remembers that his dad, Oak Associates founder Jim Oelschlager, never missed an opportunity to teach him about the value of a dollar. When he was in middle school, his father bought him a tractor so he could make money mowing lawns. &#8220;Dad paid for the cost of capital, and I got to keep the revenue,&#8221; says Oelschlager, 43. When he was off studying economics at Trinity College in Connecticut, his care packages from home included stock-market analysis and company reports. </p>

<p>And yet the senior Oelschlager had no intention of grooming his son to follow in his footsteps, let alone take over the $931 million Akron, Ohio-based asset-management firm he started in 1985. &#8220;In fact I was told on the contrary, that I wouldn&#8217;t work at Oak,&#8221; says Oelschlager. After getting his M.B.A. at Ohio State University and completing a one-year fellowship, he spent four years as an analyst at the State Teachers Retirement System of Ohio.</p>

<p>&#8220;I wanted him to find his own path,&#8221; says Jim, 69, who is a long-time proponent of managing concentrated mutual-fund portfolios. His firm&#8217;s flagship <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=wogsx">White Oak Select Growth Fund</a></span>   (ticker: WOGSX) as of May 10 had averaged 7.5% annual returns since its 1992 inception, topping the 7% gains of its large-growth peers. The firm now manages seven no-load mutual funds, all of which tend to invest in just 25 to 40 companies.</p>

                <strong>BUT IN 2000 JIM HAD</strong> a change of heart about hiring family. &#8220;Everyone talked about what a great place this was to work, and it occurred to me that Mark shouldn&#8217;t be precluded from working here,&#8221; says Jim, who offered his son a job as an analyst with the caveat that he&#8217;d have to work harder than everyone else. &#8220;I told him it can be dangerous stuff working for your father, particularly if the son doesn&#8217;t work out and the father has to fire him.&#8221;</p>

<p>A dozen years later, the elder Oelschlager still isn&#8217;t playing favorites. When he passes on, &#8220;ownership will be divided among all employees,&#8221; says Jim, who was diagnosed with multiple sclerosis in 1973. Likewise, he says, it isn&#8217;t a foregone conclusion that his son will become &#8220;chief banana.&#8221; </p>

<p>Still, there&#8217;s little risk that father will have to fire son. Mark Oelschlager now oversees three funds, including the $81 million <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=rogsx">Red Oak Technology Select</a></span>   (ROGSX), which is up 6% annually since he took it over in April 2006, versus gains of about 4% for its technology-sector peers. Last year the fund was No. 1 in its category, finishing the year up 2.8% when the rest of the group was down 7.6%.</p>

<p>Oelschlager adheres to the same principles as the rest of the firm. With just 35 holdings, the portfolio aims to exploit the firm&#8217;s best ideas and has a turnover of just 24%. Despite limited trading, its expense ratio is 1.35%. The focus is long term. &#8220;You&#8217;re never going to hear us talking about why we like a particular stock for the next three months,&#8221; he says. &#8220;And you&#8217;re not going to see us going to 30% cash.&#8221; Like his father&#8212;who avoided the Nifty Fifty in the 1970s when the stocks seemed particularly nifty&#8212;Oelschlager tends to eschew anything that&#8217;s overly popular. </p>

<p> For that reason, don&#8217;t expect to see the likes of social-gaming company <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=ZNGA">Zynga</a></span>   (ZNGA) or Web discounter <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=GRPN">Groupon</a></span>   (GRPN) in the portfolio anytime soon. Rather than try to discern winners and losers in the &#8220;frothy&#8221; social-media space, he&#8217;s playing that trend with established companies like <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=CSCO">Cisco</a></span>   (CSCO) and <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=symc">Symantec</a></span>   (SYMC), which should benefit from more and more data moving over the Internet. </p>
<p><a name="U30307013442WK"></a>
<p>Top holding <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=ACN">Accenture</a></span>   (ACN), which the fund has owned since June 2006, is another example of the kind of company Oelschlager favors. The global consultancy is the go-to source for technology and outsourcing solutions for the world&#8217;s largest companies. It has a diverse client base, both by industry and geography, and doesn&#8217;t require a lot of capital &#8220;because their people are their capital,&#8221; he says. But the real attraction for him is its return on equity, which is consistently about 50%. &#8220;That&#8217;s what it all comes down to&#8212;free cash flow,&#8221; he says. Moreover, Accenture has steadily increased its dividend, recently 2.3%, since 2005, even during the recession. And yet, the stock remains cheap. &#8220;Compare Accenture&#8217;s 9% free-cash-flow yield with the 2% yield on a 10-year bond; the gap is staggering,&#8221; notes the portfolio manager.</p>
<p><a name="U30307013442XCI"></a>
<p>As a rule, Oelschlager looks for free-cash-flow yield that&#8217;s in the high single digits, but he&#8217;ll make an exception if he thinks a company is investing prudently. That&#8217;s true of long-time holding <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=AMZN">Amazon.com</a></span>   (AMZN), which he says is &#8220;plowing money back into its business&#8221; with investments in fulfillment centers and its cloud Web-hosting services. Last year its operating margins dipped to their lowest levels since 2001, and in the first quarter of this year those margins were a puny 1.46%. At recent levels, Amazon trades at 86 times forward earnings. Yet, Oelschlager says he&#8217;s willing to look past disappointing numbers in the short term if a company is well positioned for the long term. &#8220;They&#8217;re building a platform that is almost impossible to replicate,&#8221; he says. </p>
<p><a name="U30307013442IOF"></a>
<p>The same could be said for another large holding, <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=INTC">Intel</a></span>   (INTC), which the fund has owned since the middle of 2010. As the dominant player in the microprocessor market, it&#8217;s in an ideal competitive situation, says Oelschlager. Chief competitor <span class="chartToolTip"> <a href="/public/quotes/main.html?type=djn&amp;symbol=AMD">Advanced Micro Devices</a></span>   (AMD) is &#8220;significant enough to keep the antitrust authorities away,&#8221; but not strong enough to be a significant threat. That competitive advantage translates to excellent returns on capital, he says, yet the stock trades at less than 12 times trailing earnings. Intel isn&#8217;t alone. &#8220;Right now you&#8217;re seeing a lot of older technology companies trading at depressed valuations,&#8221; says Oelschlager. &#8220;And yet they&#8217;re still growing.&#8221; </p>
<p>That&#8217;s good news for a growth manager who likes to play it safe. &#8220;Typically the father is the more cautious one, but in our case it&#8217;s the opposite,&#8221; he says. &#8220;I&#8217;m the conservative one, and he&#8217;s the maverick.&#8221; </p>
<p>&#8220;I&#8217;m inclined to let a position run longer and be a larger part of the portfolio,&#8221; says Jim, though he appreciates his son&#8217;s more conservative approach and, occasionally, gives in to his &#8220;badgering.&#8221; </p>

<p>Iran&#039;s top nuclear envoy, Ali Asghar Soltanieh, said the two days of discussions had been &quot;fruitful&quot;.</p>
<p>An IAEA official said talks would resume on Monday after a &quot;good exchange of views&quot;.</p>
<p>The agency wants Iran to address concerns over possible military aspects of its nuclear programme. Iran insists it it is purely peaceful.</p>
<p>&quot;The primary focus of our discussions was how to clarify issues related to the possible military dimensions of Iran&#039;s nuclear programme,&quot; IAEA deputy director-general Herman Nackaerts said after the talks.</p>
<p>&quot;We decided that in order to continue this work towards a conclusion we will have the next round of talks next week,&quot; Mr Soltanieh said.</p>
<p>Before the talks on Monday and Tuesday, Mr Nackaerts urged Iran to allow his team to visit a suspect military site at Parchin.</p>
<p>Neither official commented on whether the issue had been discussed at the talks, according to the Reuters news agency.</p>
<p>This meeting comes a week before the next round of talks between six world powers and Iran are scheduled to begin in Baghdad. </p>
<p>The last series of full international talks with Iran broke down in early 2011.</p>
<p>Since then the International Atomic Energy Agency (IAEA) has expressed concern that Iran has failed to co-operate with its inspectors and has carried out activities &quot;relevant to the development of a nuclear explosive device&quot;.</p>
<p>Israel believes a nuclear-capable Iran would be a direct threat to its security, and Prime Minister Benjamin Netanyahu has hinted that Israel may attack Iran&#039;s nuclear facilities if diplomacy fails.</p>
